Creates Florida Statutes § 817.358 requiring original sellers of event tickets at publicly owned venues to protect consumers by either keeping all ticket sale receipts until the event occurs or requiring a surety bond equal to any advance fund releases.

Mandates that ticket purchasers receive full refunds of admission price plus all taxes, surcharges, and service charges if an event is canceled.

Exempts tickets marked "nonrefundable" on the face, professional sports events, Amateur Athletic Union-sanctioned amateur sports, motorsports events, educational institution-promoted events, NCAA postseason collegiate athletics, and pugilistic exhibitions.

Applies to events held at venues owned by the state, counties, municipalities, or other governmental entities on or after July 1, 2010.

Establishes legislative intent to keep Florida consumer-friendly by protecting both ticket purchasers and publicly owned venues from financial loss due to event cancellations.
