Requires law enforcement officers to issue civil citations to juveniles who admit to committing a misdemeanor and pose no danger to themselves or others, rather than making this discretionary

Juveniles must produce identification or provide parent/guardian contact information to receive a civil citation

Juveniles who appear intoxicated or incapacitated by substance abuse must be taken into custody, with civil citation issued after release

Civil citations may require up to 50 community service hours and participation in intervention services including family counseling, urinalysis monitoring, and substance abuse/mental health treatment
