Requires county governing bodies to submit questions about retention or dissolution of children's services special taxing districts to voters in general elections according to a staggered schedule based on county population (2014 for counties with 400,000 or fewer persons; 2016 for counties with 400,000-2 million persons; 2020 for counties with 2 million or more persons).

Establishes that newly created children's services districts with voter-approved taxing authority must be reauthorized every 12 years unless the authorizing referendum or district governing board specifies otherwise.

Allows children's services district governing boards to request early reauthorization votes and to specify reauthorization terms (including no reauthorization requirement) by submitting to the county governing body no later than nine months before the scheduled election.

Applies the reauthorization requirements to all special taxing districts providing children's services that exist on the effective date and to any such districts created after the act takes effect.
