Creates the Office of the Chief Technology Officer within the Department of Financial Services, led by a Chief Technology Officer appointed by the Governor and Cabinet

Establishes three divisions within the office: Strategic Procurement (enterprise IT procurement systems), Policy Formulation and Standards (technical standards and IT workforce competencies), and Implementation (technology execution and legacy system management)

Requires the Chief Technology Officer to develop a multiyear plan consolidating all state agency data centers into three primary locations by January 1, 2013

Mandates development of revised financial management infrastructure by December 31, 2010 and reconfiguration of state agencies including Department of Management Services and Department of Financial Services by January 1, 2011

Takes effect July 1, 2010
