Amends Florida law to provide exceptions to Department of Environmental Protection minimum casing requirements for Class V injection wells in Monroe County based on facility design capacity.

Facilities with design capacity less than 1,000,000 gallons per day must have injection wells at least 90 feet deep and cased to a minimum depth of 60 feet.

Facilities with design capacity of 1,000,000 gallons per day or greater must have injection wells cased to a minimum depth of 2,000 feet, except when used as backup wells.

Backup injection wells may only be used when the primary well is out of service due to equipment failure, power failure, or mechanical integrity testing and repair, and limited to 500 hours per 5-year period.

Backup wells must be at least 90 feet deep and cased to a minimum depth of 60 feet, with injected fluid meeting specified water quality requirements.
