Prohibits child care facilities from using window blinds or coverings with dangling cords, pull cords, or inner cords that could form loops posing strangulation risks; requires existing facilities to retrofit by January 1, 2011

Redefines "household children" as children related to or legal wards of family day care or large family child care home operators, and requires these children under 13 to be counted in the facility's licensed capacity when present

Requires all advertisements for child care facilities, family day care homes, and large family child care homes to include the state or local license or registration number; violations constitute a first-degree misdemeanor

Authorizes the Department of Children and Family Services to provide information on reduced-cost or no-cost options for retrofitting unsafe window blinds and to adopt rules implementing window safety requirements

Named the "John F. Serrano, Rachel Lou Napier, and Alexandra Ali Safety and Accountability Act" with an effective date of July 1, 2010
