Renames the Department of Management Services as the Department of Personnel Management, headed by an executive director appointed by the Governor and Cabinet, and limits its divisions to Human Resource Management, Retirement, State Group Insurance, and Administrative Hearings

Transfers multiple programs via type two transfers: the executive aircraft pool to the Executive Office of the Governor; purchasing, fleet management, supplier diversity, surplus property, and private prison monitoring to the Department of Financial Services; the facilities program to the Department of Environmental Protection; telecommunications/SUNCOM to the Agency for Enterprise Information Technology; and land mobile radio/public safety radio services to the Department of Law Enforcement

Transfers associated trust funds to receiving agencies, including the Communications Working Capital Trust Fund, Law Enforcement Radio Trust Fund, E911 System Trust Fund, Architects Incidental Trust Fund, Bureau of Aircraft Trust Fund, and Surplus Property Revolving Trust Fund, among others

Creates the Department of Asset Management effective July 1, 2011, headed by the Governor and Cabinet with an appointed executive director, to centralize real estate leasing and facilities operations; requires the Department of Environmental Protection to submit a centralization plan by September 1, 2010

Repeals the Council on Efficient Government (s. 287.0573) and the statutory creation of the Division of Retirement (s. 121.1905), and adds a 5-percent in-state vendor preference in competitive solicitations when the lowest bidder is from a state that does not grant a reciprocal preference
