SB 1278 - One School, One Nurse Act

• Establishes matching funds for school nurse services through public-private partnerships, supplementing existing school health services funding under sections 381.0056 and 381.0057.

• Requires the State Surgeon General and Commissioner of Education to jointly form a committee with equal representation to publicize available matching funds and determine eligibility for communities with documented public or private entity commitments.

• Requires communities seeking matching funds to submit proposals including program goals, plans to enhance local resources, and descriptions of health services; restricts recipients from replacing more than 50 percent of current local contributions to school health services.

• Awards matching funds based on criteria including staff development plans, county health department and school district cooperation, high rates of subsidized school lunches, medically underserved populations, chronic health conditions, community resource commitments, and Medicaid billing plans.

• Appropriates $75,000 from the General Revenue Fund to the Department of Health for a school health summit and establishes legislative intent to fund a nurse in every public school using tobacco-settlement revenue; effective July 1, 2010.
