CS for SB 1284 - Sexual Offenders and Predators

• Creates new offense of loitering or prowling by certain sex offenders within 300 feet of schools, child care facilities, parks, or playgrounds where children are present, punishable as first-degree misdemeanor.

• Prohibits certain sex offenders from knowingly approaching or contacting children under 18 in public parks with intent of sexual conduct, and requires written notification and supervision when entering schools or child care facilities.

• Preempts local ordinances establishing residency restrictions for sex offenders and predators, allowing only county/municipal restrictions of 1,000-2,500 feet from schools, child care facilities, and similar child-congregating locations.

• Expands registration requirements for sexual offenders and predators to include "transient residence" (places occupied 5+ days annually with no permanent address) and requires reporting to national sex offender database when placed on misdemeanor probation.

• Adds conditional release and probation restrictions for sex offenders convicted of crimes against minors under 18, including prohibition on visiting schools, parks, and playgrounds without approval, and restrictions on holiday costume wearing and children's entertainment.
