Amends the Uniform Real Property Electronic Recording Act to include a new statute (s. 695.28) establishing that electronic documents accepted for recording by county clerks or recorders are deemed validly recorded, regardless of when they were submitted or any defects in compliance with standards or procedures.

Extends the termination date of the Electronic Recording Advisory Committee from July 1, 2010 to July 1, 2013, allowing continued consultation with the Department of State on electronic recording standards.

Declares that the act is intended to clarify existing law and applies both prospectively and retroactively to electronic documents previously submitted for recording.

Preserves the clerk's or recorder's ongoing duty to comply with the Uniform Real Property Electronic Recording Act and any rules adopted under it.
