Defines "racial profiling" as unequal treatment based solely or primarily on race, ethnicity, religion, gender, sexual orientation, or socioeconomic status, including stopping, questioning, searching, detention, or arrest.

Authorizes the Attorney General to send written inquiries to law enforcement agencies requesting written responses or internal investigations upon receiving racial profiling complaints.

Empowers the Attorney General to initiate independent investigations or policy reviews of named law enforcement agencies in response to racial profiling allegations.

Allows the Attorney General to refer complaints to the Criminal Justice Standards and Training Commission for policy review or to the state attorney for criminal investigation.

Effective date: July 1, 2010.
