Creates section 624.36, F.S. to establish public records and public meetings exemptions for the Medicaid and Public Assistance Fraud Strike Force when discussing active criminal investigative or intelligence information.

Requires the strike force chair to announce the necessity of closed meetings at public sessions and file a document stating specific reasons for closure with official records.

Mandates complete audio or video recording of all closed meetings, including start and end times, all discussions, and names of attendees, with no portions permitted off the record.

Exempts recordings, minutes, and notes from public disclosure until the criminal information discussed ceases to be active, while restricting attendance to strike force members, supporting staff, and chair-authorized persons.

Sunsets the exemptions on October 2, 2015, unless the Legislature reviews and reenacts the provisions, and takes effect January 1, 2011, contingent on passage of Senate Bill 8 or substantially similar legislation.
