Creates state standards for supervised visitation and exchange monitoring programs based on recommendations from the Clearinghouse on Supervised Visitation, with standards publishable online and modifiable annually by an advisory board.

Requires courts and child-placing agencies to refer cases to supervised visitation programs that comply with state standards, with provisions for mental health professionals or agency staff to supervise visits if no compliant program exists locally.

Mandates background checks for all supervised visitation program employees and volunteers hired or certified on or after July 1, 2010, including criminal history records checks through the Department of Law Enforcement and prohibits hiring individuals with certain criminal convictions.

Grants immunity from civil and criminal liability to service providers and employers who comply with state standards and participate in background checks conducted in good faith.

Restricts state funding for supervised visitation programs to only those that affirm in writing their compliance with state standards, effective January 1, 2011.
