Revises instructional hours for school-year prekindergarten programs delivered by public schools to match the same number of hours provided to kindergarten and first-grade students, replacing the previous minimum of 540 hours.

Updates full-time equivalent student calculations in the Voluntary Prekindergarten Education Program to align with the new instructional hour requirements for both private providers and public schools.

Takes effect July 1, 2010.
