Department of Education shall award annual competitive grants to public school districts for AIDS education activities, beginning in the 2010-2011 school year, funded by legislative appropriation.

School districts must submit grant proposals by August 1 each year including program description, objectives, target population, budget, parent/guardian involvement plan, and evaluation measures.

Department shall prioritize grant awards to geographic areas with high HIV/AIDS, STD, or teenage pregnancy rates and consider personnel qualifications, coordination with existing health education programs, and program effectiveness.

Grants shall be awarded by October 1 of each year and department must provide all applicants information about selection criteria used in funding decisions.

Each grant-receiving school district must file an annual report documenting the extent to which program objectives are being met.
