Eliminates case-by-case determination of mitigation-to-wetlands loss ratios for limestone and sand mining, requiring instead that financial responsibility for mitigation be subject to Department of Environmental Protection approval as part of permit application review.

Authorizes mine operators to apply for life-of-the-mine permits for limestone extraction as an alternative to separate applications, with a 135-day approval timeline that does not apply to applications filed before July 1, 2010.

Replaces terminology "limerock" with "limestone" throughout Florida Statutes in sections relating to mining, vehicle loads, construction aggregate materials, and the Miami-Dade County Lake Belt Plan.

Makes amendments to sections 373.414 and 378.901 retroactively applicable to any permit granted by the Department of Environmental Protection after September 1, 2009.
