Defines "publicly owned performing arts center" as a facility with at least 200 seats owned and operated by a county or municipality that promotes performing, visual, or fine arts.

Exempts from public records disclosure the name, address, or telephone number of any donor or prospective donor to a publicly owned performing arts center who requests anonymity.

Exempts from public records disclosure identifying information of donors or prospective donors to the direct-support organization of the Legislative Research Center and Museum at the Historic Capitol who desire to remain anonymous, including in auditor's reports.

States that protecting donor anonymity is necessary to encourage private donations and prevent disclosure-related security concerns like identity theft and theft.

Both exemptions are subject to sunset review and will automatically repeal on October 2, 2015, unless the Legislature reenacts them; effective date is July 1, 2010.
