Establishes the Florida Civil Rights Hall of Fame to recognize and honor persons who have made significant contributions to civil rights and equality in Florida.

Designates the Department of Management Services to set aside an appropriate public area in the Capitol Building for the hall of fame, with design consultation from the Florida Commission on Human Relations.

Authorizes the Commission on Human Relations to annually accept nominations and recommend 10 persons, from which the Governor selects up to 3 hall-of-fame members who meet criteria including being at least 18 years old, born in or adopted Florida as their home state, and having provided exemplary civil rights leadership.

Assigns the Commission on Human Relations responsibility for costs relating to the hall of fame, while the Department of Management Services covers operating, repair, and maintenance costs for the designated public area.

Takes effect July 1, 2010.
