Creates new statute § 827.032 defining "inappropriate or excessively harsh corporal discipline" as disciplinary acts resulting in or reasonably expected to result in specific injuries including fractures, brain/spinal cord damage, asphyxiation, burns, significant bruises, or mental injury.

Makes it a third-degree felony for parents, legal custodians, or caregivers to knowingly or willfully inflict inappropriate or excessively harsh corporal discipline upon a child.

Amends § 39.301 to include inappropriate or excessively harsh corporal discipline in the definition of "criminal conduct" triggering protective investigations by child welfare authorities.

Adds § 827.032 offenses to the Criminal Punishment Code severity ranking chart as third-degree felonies under Level 6 offense severity.

Takes effect July 1, 2010.
