• Increases maximum class size for prekindergarten programs from 18 to 24 students, with additional instructor requirements for classes with 13-24 students.

• Reduces teacher bonus amounts for Advanced Placement, International Baccalaureate, and Advanced International Certificate of Education courses by 50% (from $50 to $25 per student, with annual caps reduced from $2,000 to $1,000).

• Requires charter schools to comply with maximum class size statutes and modifies administrative fee structure based on school enrollment, with caps of 5% for schools up to 250-500 students.

• Expands virtual instruction programs to include community college providers and establishes electronic learning management systems; requires instructional materials for grades 9-12 adopted after 2012-2013 to be provided primarily in electronic format.
