Requires child care facilities, large family child care homes, and family day care homes accredited by nationally recognized associations to apply to the Department of Children and Family Services for "Gold Seal Quality Care" designation, rather than automatically receiving it

Includes household children under 13 years of age in the licensed capacity calculations for family day care homes and large family child care homes when those children are on the premises or on field trips

Raises the minimum age for child care facility employees from 16 to 18 years old, unless under direct supervision and not counted in staff-to-child ratios

Establishes minimum education standards requiring child care personnel to have a high school diploma or equivalent, with employees as of July 1, 2010 given until July 1, 2011 to comply

Requires all child care facilities, family day care homes, and large family child care homes to include their license or registration number in any advertisements, with violations constituting a first-degree misdemeanor
