Requires the Legislature to adjust federal decennial census figures by reassigning prisoners to the geographic areas where they last resided before incarceration, rather than counting them at their current correctional facility location.

Directs the Legislature to increase population counts (including by age, gender, and race) for the areas containing prisoners' pre-incarceration addresses and remove them from population counts for areas containing correctional facilities.

Requires the Department of Corrections to submit a report to the Legislature by June 1 of each decennial census year listing each prisoner's name, age, gender, race, current facility location, and last pre-incarceration address.

Directs the Secretary of Corrections to request the same prisoner information from federal facilities operating in Florida that house federally convicted prisoners.

Takes effect July 1, 2010.
