Substitutes the term "intellectual disability" for "mental retardation" throughout Florida Statutes, with terms being interchangeable for purposes of criminal law and death penalty provisions.

Replaces references to "Association for Retarded Citizens" with "Arc of Florida" in relevant statutes governing motor vehicle tax exemptions and child welfare advocacy services.

Clarifies that "intellectual disability" and "intellectually disabled" have the same meaning as prior terminology for criminal laws, court procedures, and death penalty matters relating to competency and sentencing.

Revises definitions in section 393.063 to reorganize and update terminology for developmental disabilities, intermediate care facilities, and related services while maintaining substantive legal standards.

Effective July 1, 2010, with intent that the act does not expand or contract the scope of any existing statutory provisions.
