Authorizes the Department of Corrections and Department of Juvenile Justice to use appropriated funds to help counties and municipalities cover costs of opening or operating correctional facilities, capped at 1% of facility construction costs minus impact fees

Exempts counties from the requirement to annually increase court-related expenditures for fiscal year 2010-2011; counties must maintain but not increase spending on specified court functions

Extends through July 1, 2011 the provision allowing the Department of Corrections to request additional positions and funding if inmate population exceeds February 19, 2010 projections by 1% for two consecutive months or 2% in any month

Authorizes the Department of Legal Affairs to spend appropriated funds on programs previously funded through specific appropriations in prior years' budgets

Includes severability and veto provisions specifying that implementing sections become void if corresponding appropriations or proviso language are vetoed
