Renames the "Parole and Probation Commission" to the "Florida Offender Review and Transition Commission" while retaining all existing powers, duties, and functions.

Maintains the commission's authority to grant and revoke parole and to conduct investigations of clemency applications as directed by the Governor and Cabinet.

Keeps appointment powers with the Governor and Cabinet, requiring selections from the first three eligible persons on the eligibility list, except as provided in s. 947.021.

Authorizes the commission to require employee bonds for faithful performance of duties, with bond amounts determined by the commission and premiums paid from commission funds.

Directs the Division of Statutory Revision to assist legislative committees in preparing conforming legislation during the interim before the 2011 Regular Session to reflect the name change.

Effective date: July 1, 2010.
