Expands the Correctional Policy Advisory Council's mandate to evaluate sentencing policies, practices, and laws including the Criminal Punishment Code, mandatory sentences, enhanced penalties, and gain-time mechanisms.

Requires the Secretary of Corrections to convene an initial council meeting by September 1, 2010, if the council has not already met.

Mandates the council submit a report addressing eight specific questions about mandatory minimum sentences, Criminal Punishment Code conflicts, offense duplication, penalty proportionality, repeat offender penalties, third-degree felony sentencing thresholds, Truth in Sentencing restrictions, and probation violation sanctions.

Requires the council to prioritize answering the eight specified questions and submit preliminary findings on any unanswered questions in its reports to the Governor, Legislature, and Supreme Court.

Delays the abolition date of the Correctional Policy Advisory Council from July 1, 2011, to July 1, 2012.
