Proposes amending Article VI, Section 4 of the Florida Constitution to restrict felony convictions as a disqualification only during incarceration, rather than permanently until civil rights restoration.

Eliminates permanent voting and office-holding disqualifications for convicted felons, allowing them to vote and serve in public office upon release from incarceration.

Expands the voting restriction to also cover jury service, disqualifying persons only while incarcerated for the felony conviction.

Removes federal office restrictions (U.S. Representative and U.S. Senator from Florida) from the constitutional term-limit provisions for state offices.

Requires submission of the amendment to Florida voters at the next general election or an earlier special election authorized by law.
