Authorizes the Department of Highway Safety and Motor Vehicles to create a Corporate License Plate Program allowing business entities and advertising firms to display logos on Florida license plates

Requires corporate license plate designs to include the word "Florida" and be approved by both the department and corporate sponsor before issuance

Vehicle owners of private-use motor vehicles weighing 7,999 pounds or less may apply for corporate plates with an application fee of no more than $25, and corporate sponsors must remit a minimum fee of $200 per approved application

Corporate sponsors must submit an initial application fee of at least $5,000 and demonstrate ability to pay $200 per vehicle owner for a minimum of 1,000 vehicle owners to participate in the program

Excess revenues after distribution of required fees are deposited into the Highway Safety Operating Trust Fund for the department's general operations; effective July 1, 2010
