Changes inspector general removal procedures to require "good cause shown" documented in writing with 21 days notice (increased from 7 days), and prevents removal if the Governor or Governor and Cabinet object within the 21-day period

Requires agency inspectors general to submit final investigation reports, annual reports, and written complaints to both the agency head and the Auditor General
