Authorizes a mediator in the Office of the Attorney General's public records mediation program to issue an opinion on whether a record should be open to the public for a fee not to exceed $50.

Requires agencies to release records if the mediator determines they are open to the public, unless the agency files suit in circuit court within 5 business days of the opinion.

Refunds the mediation fee to the requesting party unless the agency prevails in full in any subsequent court action.

Establishes this mediation process as supplemental to other existing powers of the Attorney General, not as a replacement.

Effective date: July 1, 2010.
