Increases hospital assessments from 1.5% to 2% for inpatient services and from 1% to 1.5% for outpatient services, with all collected funds deposited into the Public Medical Assistance Trust Fund.

Phases out adult day health care and Channeling Services waiver programs effective July 1, 2010, requiring transfer of existing enrollees to other home and community-based service programs with services ceasing by December 31, 2010.

Modifies nursing home minimum staffing requirements to a minimum weekly average of 3.9 combined hours of certified nursing assistant and licensed nursing staff per resident per day, with flexibility in how facilities meet these standards.

Revises use of nursing home quality assessment funds and intermediate care facility quality assessment funds to restore rate reductions from specified dates through the 2010-2011 fiscal year using collected assessments and federal matching funds.

Requires Medicaid managed care plans and provider service networks to include any licensed pharmacy located in a rural county (fewer than 200,000 residents) willing to accept established reimbursement terms.
