Authorizes development of an Internet-based data warehouse for child welfare providers to maintain corporate, fiscal, and administrative records that state agencies must use for document requests.

Establishes a family needs assistance referral pilot program funded by existing resources to respond to calls indicating families need assistance but do not meet child abuse/neglect criteria.

Requires community-based care lead agencies to carry forward unexpended state funds up to 8 percent of contract total and limits child-caring/child-placing provider monitoring to once per year.

Allows community-based care lead agencies to make expenditures for staff cellular allowances, deferred payment contracts, security deposits, professional membership dues, and grant-writing services while prohibiting most food and refreshment expenses.
