Eliminates behavior assistant services in group homes, along with massage therapy, medication review, and psychological assessment services as deliverable services.

Establishes the iBudget system allowing individual budget allocations to each Medicaid waiver client based on an allocation algorithm, with funding determined by client characteristics, age, living situation, and assessed need level.

Requires clients to exhaust all available services under the state Medicaid plan, school-based services, private insurance, and other resources before using iBudget funds.

Provides for phased implementation of iBudget system, training for clients and caregivers, and rules adoption by the agencies regarding allocation methodology and service review processes.
