Delays expiration of forensic mental health funding allocation requirements from July 1, 2010 to July 1, 2011, maintaining allocation to areas with greatest demand for services and treatment capacity during the 2010-2011 fiscal year only.

Prohibits state agencies from adopting rules or policies that mandate new nitrogen-reduction limits for onsite sewage treatment systems, require performance-based treatment systems, or increase treatment costs for nitrogen reduction before Phase II of a required study is completed; expires July 1, 2011.

Voids any bill section implementing a specific appropriation or proviso language if that appropriation or proviso is vetoed by the Governor.

Provides that if another 2010 Regular Session law contains substantially similar provisions without future repeal dates, that other law takes precedence and continues to operate.

Takes effect July 1, 2010, or upon becoming law with retroactive application to July 1, 2010.
