Creates a Veterans of Foreign Wars specialty license plate featuring the Great Seal of the Veterans of Foreign Wars and the words "Veterans of Foreign Wars" at the bottom, with "Florida" at the top.

Establishes an annual use fee of $25 for the Veterans of Foreign Wars license plate.

Directs 100 percent of annual use fees to Veterans of Foreign Wars, Department of Florida after startup costs are recovered, with at least 50 percent supporting Voice of Democracy and Patriots' Pen Scholarship programs and high school and college ROTC programs.

Requires the department to establish a voucher presale program by January 1, 2011, with a $10,000 application fee due by December 1, 2010, and all processing fees, service charges, and annual use fees paid before voucher issuance.

Plate becomes authorized only if a minimum of 1,000 voucher applications are submitted within 24 months; otherwise the plate is deauthorized and voucher purchasers receive refunds or credits toward other specialty plates.
