Requires ballot headings for constitutional amendments and other public measures, with amendments appearing in a "Constitutional Amendments" section followed by an "Other Measures" section.

Mandates ballot summaries for all constitutional amendments and public measures be written at the eighth grade reading level, with ballot titles not exceeding 15 words and summaries not exceeding 75 words.

Requires the Financial Impact Estimating Conference to prepare financial impact statements for amendments proposed by citizen initiative or joint resolution within 45 days of receipt (for initiatives) or 30 days after legislative session adjournment (for joint resolutions).

Establishes that citizen-initiated amendments must be followed on the ballot by their financial impact statement prepared by the Financial Impact Estimating Conference.

Authorizes the Department of State to define "eighth grade reading level" by rule and amends cross-references related to financial impact statements in the initiative process.
