Requires school report cards delivered to parents include each district's teacher turnover rate.

Establishes the Florida Teacher Induction Initiative requiring all school districts to develop and implement a 2-year induction program for new teachers (those with less than 1 year experience or temporary certificates) beginning in the 2010-2011 school year.

Mandates districts calculate and report annual teacher turnover rates by school, excluding retirements, with data analysis by teacher experience, age, ethnicity, preparation pathway, and assignment type, and establish goals to reduce teacher attrition to no more than 10 percent.

Requires districts with no improvement in new teacher retention in "D" or "F" schools to submit a specific plan addressing attrition, including mentoring and reduced teaching loads.

Directs the Department of Education to establish a statewide data collection system for annual teacher replacement costs, provide technical assistance to districts, conduct a study on the relationship between teacher retention and student achievement (report due October 1, 2013), and include turnover rates on school report cards.
