Prohibits any person from commercially using or distributing law enforcement photographs, images, or video recordings of deceased persons or those showing extreme, severe, or acute injuries

Makes such photographs, images, and video recordings confidential and exempt from public records laws under Florida Statute 119.07(1) and the State Constitution

Allows law enforcement agencies to use or transmit these materials via Internet or electronic mail for official duties or training purposes with written requests, while keeping the identity of deceased or injured persons confidential

Establishes violation as a third-degree felony punishable under Florida Statutes 775.082, 775.083, or 775.084

Preserves First Amendment and Florida constitutional free speech protections and does not restrict constitutionally protected acts
