Eliminates the Division of Dairy Industry within the Department of Agriculture and Consumer Services and transfers dairy farm, milk plant, and milk product plant inspection duties to the Division of Food Safety.

Adds Licensing as a new division within the Department of Agriculture and Consumer Services and renumbers subsequent divisions accordingly.

Modifies the Market Improvements Working Capital Trust Fund to serve as depository for funds collected by agricultural marketing facilities without limiting use to specific operational costs.

Removes requirement for the Division of Forestry to pay 15 percent of gross receipts from state forests to fiscally constrained counties for school purposes.

Effective date: July 1, 2010.
