Eliminates the $7.50 fee for the annual resident shoreline fishing license, making it free for Florida residents to saltwater fish from land or fixed structures

Exempts the shoreline fishing license from the standard 50-cent subagent compensation charge and $1.50 issuance fee normally added to recreational licenses

Allows subagents and tax collectors to retain 50 cents from other license proceeds for each shoreline fishing license issued, rather than charging the fee to the license holder
