Requires property appraisers to physically inspect state-owned real property parcels upon taxpayer or owner request, and mandates local governments provide written annual notification to property appraisers of lands they own.

Directs the Department of Environmental Protection to create and maintain a comprehensive state-owned real property system containing a database of all real property leased, owned, or occupied by state agencies, the judicial branch, and water management districts, with annual reports to the Governor and Legislature on properties recommended for disposition.

Establishes an executive steering committee composed of agency heads and property appraisers to oversee the comprehensive real property system implementation, with facility inventory components operational by March 1, 2011 and remaining components by September 1, 2012.

Requires the Department of Revenue to provide annual tax roll data to the Board of Trustees of the Internal Improvement Trust Fund in electronic form by September 30 each year to assist in identifying and confirming publicly held lands.

Modifies state land leasing procedures to require buildings and parcels be offered to state agencies, universities, and community colleges before private parties, with priority given to universities and community colleges that submit usage plans for Board approval; provides $320,000 appropriation for system development.
