Requires state agencies, state universities, and local governments to purchase hybrid, flex-fuel, or biodiesel vehicles for all new motor vehicle purchases after January 1, 2011, if such vehicles are available and meet the vehicle's intended use requirements.

Defines hybrid vehicle according to s. 316.0741, Florida Statutes; flex-fuel vehicle as capable of running on gasoline or up to 85 percent ethanol (E85); and biodiesel vehicle as capable of running on fuel conforming to ASTM D6751 specifications.

Requires the Department of Management Services to adopt rules establishing criteria for purchasing hybrid, flex-fuel, and biodiesel vehicles by October 1, 2010.

Applies to vehicles purchased through any state purchasing plan.
