Amends Florida's comprehensive plan requirements to include "affordable housing for seniors" as a specific housing category that local governments must address alongside workforce housing and low-income housing.

Requires real property conveyed to local governments for affordable housing to be disposed of pursuant to either section 125.379 (county property disposition) or section 166.0451 (municipal property disposition).

Maintains existing comprehensive plan housing element requirements for addressing substandard conditions, infrastructure, relocation housing, and energy efficiency in new construction.

Takes effect July 1, 2010.
