Requires referenda for dissolution or merger of independent special districts created by special act, with resident electors voting on dissolution and both district and political subdivision electors voting on mergers

Preempts any prior special acts that conflict with the new merger and dissolution procedures for independent special districts

Mandates that governments formed by merger assume all indebtedness and receive title to all property owned by the preexisting independent special district(s)

Requires proposed charters to specify how assumed debt will be allocated and retired when districts merge

Transfers property and indebtedness of dissolved independent special districts to the county government unless the dissolution plan provides otherwise

Exempts community development districts (chapter 190) and water management districts (chapter 373) from these provisions
