Exempts positions within the Department of Health funded by the County Health Department Trust Fund from the statewide limit on authorized positions within state agencies.

Deletes the temporary exception that allowed the Department of Corrections to request additional positions beyond authorized levels when actual inmate populations exceeded April 2009 projections by specified thresholds, effective July 1, 2010.

Makes minor technical corrections to statute 216.262, including changing "In the event" to "If" and "shall have the authority to" to "may" regarding Chief Justice procedures for position management.

Effective date: July 1, 2010.
