Allows national accreditation from three organizations (Joint Commission on Accreditation of Healthcare Organizations, Commission on Accreditation of Rehabilitation Facilities, and Council on Accreditation) to substitute for state facility licensure and monitoring requirements for human services providers

Requires lead state agencies to develop common monitoring protocols, coordinate multiagency monitoring activities, and establish an electronic document vault for administrative documents by July 1, 2011

Mandates that outsourced human services contracts include provisions requiring state agencies to negotiate contract amendments when new governmental mandates create a 5 percent or greater annual cost increase to providers

Requires state agencies to provide cost analysis of any new mandates, forms, or procedures before implementation and to accept all mandated reports and invoices electronically from service providers

Allows contractors to pursue Administrative Procedures Act claims if a state agency refuses to negotiate a contract amendment to remedy financial impact of new governmental mandates
