Creates the "Sunshine in Government Act" requiring all elected and appointed public officials to complete education and training on public records and public meetings requirements

Establishes new fee structure for public records requests, allowing agencies to charge for clerical assistance beyond 30 minutes, actual duplication costs, and format conversion while prohibiting fees for redaction of exempt information

Requires agencies to consider redaction capabilities when designing, acquiring, or upgrading electronic recordkeeping systems

Mandates all board and commission meetings be open to the public, prohibits holding meetings at facilities that discriminate or restrict public access, and requires meeting minutes be promptly recorded and open for inspection

Implements 5-year and 10-year sunset review periods for public records exemptions under the Open Government Sunset Review Act, with exemptions automatically repealing unless the Legislature reenacts them
