Allows persons charged with noncriminal traffic infractions to enter into periodic payment plans with the court clerk under s. 28.246 in addition to lump-sum payment options, with payments due within 30 days of citation issuance.

Permits persons cited for operating a motor vehicle without valid driver's license or registration to enter a plea of nolo contendere and submit proof of compliance to avoid court appearance, with adjudication withheld if eligible; limits such elections to one per 12-month period and three total elections.

Expands suspendable offenses to include operating a motor vehicle with a license suspended for child support under s. 322.245 or s. 61.13016, and for violations of s. 322.091.

Requires the Department of Highway Safety and Motor Vehicles to identify persons convicted or pleading nolo contendere to specific traffic violations and send notice within 10 days requiring completion of an approved driver improvement course within 90 days; failure to complete results in license cancellation.

Allows removal of habitual traffic offender designation for persons whose third violation for driving with suspended or revoked license occurred before July 1, 2010, if they submit proof of compliance by July 1, 2011.
