Creates the Transportation Governmental Bond Trust Fund within the Department of Transportation to receive and manage proceeds from bond issuances.

Net proceeds from bonds issued for eligible transportation projects shall be credited to the trust fund to pay for eligible project costs.

Trust fund is scheduled for automatic termination on July 1, 2014, unless terminated sooner, and must be reviewed before that date according to Florida Statutes section 215.3206.

Effective July 1, 2010, contingent upon passage by three-fifths vote of both houses of the Legislature.
