Creates the Clearing Funds Trust Fund within the Department of State to serve as a depository for collections pending distribution to lawful recipients, with funds expended only by legislative appropriation or approved budget amendment.

Modifies election assessment and filing fee procedures by directing that candidate election assessments be deposited into the Clearing Funds Trust Fund and transferred to the Elections Commission Trust Fund within the Department of Legal Affairs.

Changes filing fee routing for judicial and school board candidates from the Department of Revenue to the Department of Legal Affairs for deposit into the Elections Commission Trust Fund.

Removes obsolete references to the Division of Elections regarding use of Elections Commission Trust Fund funds and clarifies that funds are for use by the Florida Elections Commission.

Redirects cable and video provider processing fees paid to the Department of State from the Operating Trust Fund to the Clearing Funds Trust Fund, with automatic transfer to the General Inspection Trust Fund of the Department of Agriculture and Consumer Services; trust fund terminates July 1, 2014 unless extended.
